The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, October 26, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris.
A motion was made by Hedges and seconded by Layton to approve the corrected minutes of October 12, 2016. The motion passed 6-0.
Brenning presented the Village bills with a motion that they be approved. Baer seconded and the motion carried 6-0.
Rick Verticchio candidate for judge in the Illinois Seventh Circuit Court in Illinois was in attendance to introduce himself to the Board.
Supervisors Reports:
Public Works:
Superintendent Rhodes reported that Friday, October 28, 2016 would be public works employee Ron Killam’s final day of employment. Yard waste was not picked up last week as an employee was on vacation. Rhodes said his crew had been busy with gas meter installations and a water break. Mike Crain of Towle Road has installed a new culvert and had questions about the installation.
Police:
Chief Harris presented a draft of the Cannabis Ordinance which would allow anyone caught with less than 10 grams of cannabis to plead guilty to a Village ordinance and pay a $250.00 fine within 30 days and avoid a criminal case in Sangamon County Court. A motion was made by Jones and seconded by Layton to approve ordinance 2016-008 effective immediately. The motion passed 6-0. Harris updated the Board on the recent bank robbery at Illini Bank.
Committee Reports:
Economic Development, Zoning, TIF, Building Permits:
Hedges reported on a meeting with the Illinois Rural Community Assistance Program. He felt that at this time the agency wasn’t providing any services the Village could use. He recommended not pursuing anything further with the program. Mayor Rhodes updated the Board on the work going on at the restaurant on Route 104.
Public Utilities, Water, Sewer and Gas:
A discussion was held concerning natural gas rates. Molnar distributed a survey of rates being charged by other communities. No action was taken. Baer said he had been approached several times about the closure of the sewer plant for the dumping of yard waste. It was decided that the area would be open from 8:00 a.m. – Noon on October 29th, November 12th, and November

26th of this year to residents of Divernon with valid identification. Other dates will be scheduled in the spring.
Finance, Personnel, Technology, GIS:
A motion was made by Brenning and seconded by Baer to approve Tax Levy Ordinance 2016-009. The motion was approved 6-0. At the request of Treasurer Christine Nichols, Brenning made the motion to create general ledger account 09-555 for TIF Street Maintenance. Copelin seconded and the motion carried 6-0. Nichols also suggested the monthly transfer from the general fund to the police fund be increased from $15,000.00 to $18,000.00. Brenning made the motion to make this change. Baer seconded and the motion passed 6-0.
Public Safety, Police, Health and Safety:
Nothing to report.
Public Works, Streets, Alleys and Sidewalks:
All sidewalk work for this year has been completed.
Building Grounds and Lights, Parks, Recreation:
Layton gave an update on Christmas on the Square.
Old Business:
None.
New Business:
A motion was made by Layton and seconded by Baer to purchase a 1/8 page ad in the Auburn High School Yearbook at a cost of $50.00. The motion was approved 6-0.
The Board would like to congratulate Ron Killam on his retirement from the Village and thank him for his years of service.
