The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, May 11, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris.
A motion was made by Hedges and seconded by Baer to approve the minutes of April 27, 2016. The motion passed 4-0. Copelin and Brenning voting present.
A motion was made by Hedges and seconded by Jones to approve the executive session minutes of April 27, 2016. The motion passed 4-0. Copelin and Brenning voting present.
A motion was made by Baer and seconded by Layton to approve the minutes of March 9, 2016. The motion passed 4-0 with the Mayor voting. Jones, Copelin and Hedges voting present.
A motion was made by Baer and seconded by Copelin to approve the minutes of March 23, 2016. The motion passed 4-0 with the Mayor voting. Jones, Hedges and Brenning voting present.
Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion it was approved 6-0.
Supervisors Reports:
Public Works:
Superintendent Rhodes had three bids for installation of 100 amp service for the new natural gas rectifier. The bid from Ruby Electric was accepted for $1195.00. J. Rhodes with Benton and Associates have inspected the Village streets and are putting together the annual MFT project. Patching is currently taking place. The first reading of water and gas meters using the electronic system took about eight hours. This is quite an improvement from reading them manually, but Rhodes expects this to improve and the time to be reduced to as little as two hours. Rhodes distributed a responsibility list for all of his employees.
Police:
Chief Harris reported that he is currently putting together a list of properties that need to be cleaned up. Officer Hayes is in class for interviewing (interrogation).
Committee Reports:
Economic Development, Zoning, TIF, Building Permits:
Mayor Rhodes reported that USDI as well as the Village will be doing some marking for environmental testing on the properties of the closed service stations. Rhodes is working with Sangamon County to get clarification on what the county requires from the Village concerning commercial building permits. The Sangamon County Health Department has informed the Village that they will not assist in obtaining permission to have dilapidated mobile homes declared unsafe and have them removed.

Public Utilities, Water, Sewer and Gas:
Nothing to report.
Finance, Personnel, Technology, GIS:
Brenning reported that the Village’s share to IMRF is being raised by 1% to 12.54% for 2017. The employee’s responsibility will remain at 4.5%.
Public Safety, Police, Health and Safety:
Mayor Rhodes has contacted IDOT concerning the ditch near Doug Schwartz’ property. IDOT is aware of the situation and is monitoring it.
Public Works, Streets, Alleys and Sidewalks:
Copelin had a request from Jodi Carter on North 1st Street to inspect a possible a sink hole on her property. J. Rhodes will look into it.
Building Grounds and Lights, Parks, Recreation:
Nothing to report.
Old Business:
Molnar distributed a draft of an amendment to the Liquor Ordinance that would change the term of a license from semi-annual to annual. He also distributed the current fee schedule. The Board will take this up at their next meeting.
New Business:
None.
A motion was made by Layton to go into executive session at 7:34 p.m. to discuss personnel.
The Board returned to open session at 8:33 p.m.
No other action was taken.
