The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, August 10, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris. Melissa Layton was absent.

A motion was made by Hedges and seconded by Jones to approve the minutes of July 27, 2016. The motion passed 5-0.

A motion was made by Hedges and seconded by Brenning to approve the corrected executive session minutes of July 27, 2016. The motion passed 5-0.

Brenning presented the Village bills with a motion that they be approved after adding a bill to Deluxe Checks for $220.50. After Baer seconded the motion it was approved 5-0.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported on when public works employee Chad McCready would be returning to work. He will be getting together with Copelin to check out culverts that need attention. The culvert at the corner of Gorham and Whiting Drive has been cleaned. Hedges reported that Greg Ramey had asked for Rhodes to look at the surface of Country Trace Lane near his property. There is grass growing in the road.

Police Report:

Chief Harris is compiling a list of properties that need their yards mowed and cleaned up in general.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Mayor Rhodes and Hedges met with Tim Smith of Evan Lloyd and Associates about contracting to do inspections on commercial property for the Village. Currently the Village has an agreement with Sangamon County to provide this service, but has found that has become cumbersome. A motion was made by Hedges and seconded by Baer to approve ordinance number 2016-006. The ordinance is an amendment to the Building Code Ordinance which will include contracting with Evan Lloyd and Associates for commercial building permit inspections. The motion was approved 5-0.

Public Utilities, Water, Sewer and Gas:

Baer reported that Benton and Associates has begun work on the water and sewer rate study. They have requested audits, billing reports, the current billing structure, along with a few other items.

Finance, Personnel, Technology, GIS:

Brenning recommended that the Village look into changing the shut off date for past due utilities. The current shut off date is the fourth of the month. This causes monthly reports to display

information that is not totally accurate. She suggested the shut of date be the final day of the month. She will look into the ordinance before proceeding.

Public Safety, Police, Health and Safety:

Jones reported that the Village Attorney has been contacted about drafting a contract between the Village and their animal control officer. Jones is continuing to explore options for ways to fund the business district.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Mayor Rhodes instructed Chief Harris to contact the Sangamon County Health Department to see if they would spray the park for mosquitos prior the “Party in the Park” in September.

Old Business:

None.

New Business:

A motion was made by Baer to place an ad in the South County Publications football and basketball editions. After Copelin seconded the motion, it was approved 5-0.

A motion was made by Copelin and seconded by Hedges to approve the liquor license request for Patsy’s on the square, upon receiving a favorable background check. The motion passed 5-0.

The Board has scheduled a special meeting for Monday, August 15, 2016 at 6:30 p.m. The purpose of the meeting is to interview candidates for the open position in public works.

Motion by Hedges to adjourn at 7:42 p.m.
