The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, August 24, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Melissa Layton called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris. Rod Molnar arrived at 7:00 p.m.

A motion was made by Hedges and seconded by Jones to approve the minutes of August 10, 2016. The motion passed 5-0. Layton voting present.

A motion was made by Hedges and seconded by Jones to approve the minutes of August 15, 2016. The motion passed 5-0. Brenning voting present.

A motion was made by Baer and seconded by Copelin to approve the executive session minutes of August 15, 2016. The motion passed 5-0. Brenning voting present.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion it was approved 6-0.

Keith Medford of 17 Cornsilk Lane was present to address the Board. The water meter in his yard is sticking up to high and would like to have it lowered. J. Rhodes said he would have it done as time allowed.

David and Brittany Catlin were present to request a one day liquor license for the “Party in the Park on September 17, 2016. A motion was made by Copelin to approve a one day liquor license to Maddy’s Tavern. Hedges seconded and the motion passed 6-0.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported that Arbortech would be removing the limbs in the park by this Friday. Oil and chipping of the streets will take place the first week of September. The water project is currently on hold until time allows. The area around Country Trace Lane has been cleaned up. The handicapped signs near the post office and the library need to be changed. The fine has gone up from $100.00 to $250.00. Mayor Rhodes reported that Thurber Construction would begin work on sidewalks beginning on September 5, 2016.

Police Report:

Chief Harris reported that there is an ongoing problem with items begin stolen from cars. He would like to remind everyone to keep their vehicles locked. Progress is being made on getting yards cleaned up. Harris submitted an estimate from Freedom Chevrolet to repair the 2008 Impala at a cost of $4881.71. The car has 117,908 miles on it. The other two squad cars have between thirty and thirty five thousand miles on them. This item was tabled until the next meeting. Brenning and Baer will get with Treasurer Nichols to look at the police budget. Officer Palazzolo had accumulated over 1000 hours and she as well as the Village will have to pay into IMRF. The cost to the Village will be roughly $16.15 every two weeks.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Mayor Rhodes reported that the fuel tanks have been removed at the gas station. The Fire Marshall has approved the work, but it will still need to be checked out by EPA.

Public Utilities, Water, Sewer and Gas:

Baer made the motion to send Jeremy Rhodes to supervisors training at the ILEAS training center in Champaign Illinois. The training will be September 26 and 27, 2016. Layton seconded and the motion carried 6-0. R. Rhodes reported that there was a meeting taking place this evening concerning Hunter Lake. Representatives from Pawnee are attending and will report to the Mayor.

Finance, Personnel, Technology, GIS:

Nothing to report.

Public Safety, Police, Health and Safety:

Jones presented a draft of a contract drawn up by the Village Attorney for work to be performed by the animal control officer. The contract would require the officer to provide the Village with proof of liability insurance. The insurance would cost roughly $1000.00 per year and would be more than the job would pay. Several options were discussed. The item was tabled. Molnar has a meeting with Illinois Risk Management next week to discuss liability in the park and will bring the issue up to them and ask for suggestions.

Public Works, Streets, Alleys and Sidewalks:

Copelin and J. Rhodes will get together sometime in middle of September to look at culverts that need to be repaired or replaced.

Building Grounds and Lights, Parks, Recreation:

Layton will have an estimate at the next meeting for work to be done on trees on the Village square.

Old Business:

A motion was made by Brenning and seconded by Copelin to approve ordinance 2016-007. It is an amendment to water, sewer and gas use concerning shut off dates. The motion carried 6-0.

New Business:

None
