Minutes December 11, 2013

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, December 11, 2013, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barclay Harris.

A motion was made by Hedges to approve the minutes of November 27, 2013. Copelin seconded and the motion passed 6-0.

Brenning presented the Village bills with a motion that they be approved after adding six bills that had arrived late. After Baer seconded the motion, it was approved 6-0.

Superintendent Report:

Superintendent Rhodes was not present.

Police Report:

Chief Harris reported that new part time officer Josh Sheppard is going through training and was doing well. He also gave an update on the arrest in the car burglaries of the past summer.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister gave an update on the Safe Routes to Schools grant and also on the webinar presented by the Regional Planning Commission for future funding of projects. Mayor Rhodes reported that IEPA had recently done an inspection of the sewage treatment plant and the inspection was satisfactory.

Finance:

Brenning gave an update on the renewal of the certificate of deposit for the gas department.

Personnel:

Nothing to Report.

Health and Safety:

There was a discussion concerning possible changes from Sangamon County Animal Control about charges to cities and villages. Mayor Rhodes gave an update on NIMS.

Community Development:

Layton reported that the Village Newsletter would be mailed on December 12, 2013. She also gave an update on the Village Christmas lights contest. She has not received any updates from the Sangamon County Health Department concerning the abandoned houses on State Street.

Building Grounds and Lights:

Hedges gave an update on the search for new accounting system software. Daffron Inc. gave a demonstration. Sue Arter and Christine Nichols liked the system but would like to see a demonstration of an active system. Price quotes for the system had not yet been received.

Old Business:

A motion was made by Layton and seconded by Cronister to approve the liquor license requests of Leroy’s Bar and Grill, The Corner Bar, A I Gas Sales, Myra’s Homestyle Restaurant and The Auburn Travel Center. The motion was approved 6-0.

New Business:

A discussion was held on the future of the recycling bin.

A motion was made by Cronister and seconded by Baer to go into executive session at 7:32 p.m. to discuss personnel issues. The motion passed 6-0.

The Board returned to open session at 7:39 p.m.

A motion as made by Hedges and seconded by Copelin to give gift cards to the employees for Christmas. Full time employees would receive a $100.00 card while part time employees would get a $50.00 card. The motion passed 6-0.

Motion by Layton to adjourn at 7:40 p.m.
