The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, December 30, 2015 at the Divernon Village Hall. Mayor Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Jamie Morgan “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barclay Harris. Larry Baer and Superintendent Jeremy Rhodes were absent.

A motion was made by Hedges and seconded by Layton to approve the minutes of December 9, 2015. The motion was approved 5-0.

A motion was made by Morgan and seconded by Copelin to approve the executive session minutes of December 9, 2015. The motion was approved 5-0.

Brenning presented the bills with a motion that they be approved. After Morgan seconded the motion it was approved 5-0.

State Representative Sara Wojcicki Jimenez was in attendance to introduce herself to the Board. Molnar will supply her with a copy of the Village’s Comprehensive Plan. New Sangamon County Board member Jeff Thomas was also in attendance to introduce himself. He recently replaced Andy Goleman on the County Board. William Adams of South Henrietta Street was present in regards to flooding behind his property. Rhodes will have Superintendent Rhodes look into it.

Supervisors Reports:

Public Works:

Mayor Rhodes reported that with the recent rains that caused flooding all over the area, that the biggest problem locally was on State Street just south of Dodds Street. Leaves and grass clipping as well as other trash that had been thrown into the railroad ditch clogged a tile that goes under the railroad tracks. He also reported that after being notified by the Otter Lake Water Commission, a water main break was found on First Street near Springer. The break has been repaired. Jeremy Rhodes received a request for a commercial building permit on Frazee Road requested by Brad Thompson and Rick Groninger. A motion was made by Morgan to approve the zoning for the permit. After the motion was seconded by Hedges, it was approved 5-0. The permit will be forwarded to Sangamon County for their approval.

Police:

Chief Harris reported that the Toys for Tots program went well. Several donations were received. Officer William Price will return from medical leave on January 11, 2016. Officer Palazollo is now working on her own, and doing well.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

R. Rhodes reported that Ryan Electric is currently doing work at the closed service station at 100 North Henrietta. After their work is completed, Ameren will have to do some work so electricity can be restored at the station. The realtor working with the owners has requested the Village to send him copies of all liens that the Village has on the property so they can be paid. Molnar reported that a request has been made from the new owners of the restaurant at the truck stop on

Route 104 for a liquor and gaming license. Harris will get with the owner to have the necessary background checks completed.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, Technology, GIS:

Brenning reported that Treasurer Christine Nichols informed her that all back revenue owed to the Village from the State of Illinois has been received.

Public Safety, Police, Health and Safety:

Morgan reported that the owner of the pig in the north end has removed it from the property.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Layton reported that Christmas on the Square was a big success. The committee has money left over and are in good shape for next year. They are looking into possibly having some other one day events throughout the year.

Old Business:

The individual that put in the winning bid for the 2007 Ford F350 has decided not to take the vehicle. The truck will be put back for sale at a cost of $3500.00.

New Business:

Mayor Rhodes updated the Board on the annual TIF Joint Board of Review meeting.

Motion by Layton to adjourn at 7:12 pm.
