Minutes January 28, 2015

The regular meeting of the Village of Divernon Board of Trustees was held on Monday, January 28, 2015 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes.

A motion was made by Hedges to approve the minutes of January 14, 2015. Baer seconded and the motion passed 4-0. Cronister and Layton voting present.

Brenning presented the Village bills with a motion that they be approved after adding a bill to Summitt Inc. for $8,183.32. After Baer seconded the motion, it was approved 6-0.

Jake Rettberg, Divernon’s representative on the Otter Lake Water Commission was in attendance to update the Board on improvements to the water plant. The Commission recently completed a 1.1 million dollar project which replaced some of the original infrastructure of the plant from when it was built in 1969. The Commission will extend a ten cent increase for each 1000 gallons of water to member villages beginning in December of 2015. Rettberg invited everyone to take time out to tour the plant. They are always receptive to tours and he said it is well worth it.

Supervisors Reports:

Public Works:

Larry Rhodes provided a list of items for the finance committee to consider for the upcoming appropriation ordinance. Brenning asked him to get prices on the three items he considered most important. Rhodes reported that his crew had repaired a broken water service line earlier in the day. He also reported that Jeremy Rhodes had received his certificate for Class 4 Wastewater Treatment Works Operator.

Police Report:

Chief Harris reported that Josh Hayes, has begun work and is doing well. His officers have been busy on a number of items lately. All of the issues with the new squad car have been resolved.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister reported that the recycle bin has been removed by Lake Area Disposal. They have been having an ongoing problem with people putting trash and other non-recyclables into the container. It will not be returned. L. Rhodes will take the sign down to make sure people don’t drop things off, thinking that the bin will be returning. Flower’s Disposal is considering offering house to house recycling for a fee. The Village will move the historic equipment donated to the Village to the area where the recycling bin had been sitting.

Brenning reported that she and Baer have begun work on the annual appropriation ordinance.

Health and Safety:

Copelin reported that the final meeting of the Sangamon County Hazard Mitigation Committee has been rescheduled for March 3, 2015. Chief Harris brought before the Board photos of the mobile home located at 25 West Madison. It is in disrepair and is open and presents a hazard. A motion was made by Copelin and seconded by Layton to have the property turned over to the Sangamon County Health Department to begin the process of removal. The motion was approved 6-0.

Community Development:

Layton reported that the Christmas Committee will meet on February 2, 2015. She and Mayor Rhodes have spoken with Josh Collins of the Greater Springfield Chamber of Commerce. Collins told the Mayor that the local manager for Casey’s would be making a visit to Divernon to see if it was a viable option for one of its stores.

Building Grounds and Lights:

Hedges reported that he had met with Zoning Administrator Jeremy Rhodes to go over a couple of changes Rhodes would like put into the Zoning Ordinance. Hedges sent copies of his draft to all of the Board and asked for them to get back to him with their comments or suggestions. When that is completed R. Rhodes will have the Village Attorney review the ordinance and will look to have both it and the Building Code Ordinance passed in March. Designer Landscapes annual proposal for work in the Village Park and other areas was received. Their bid was for $2173.50. If paid by February 13, 2015 they would extend a five percent discount. The bill will be held until the next meeting. Designer Landscapes also would not be able to remove the evergreen trees around the “Welcome to Divernon” sign for replanting. They would have to be cut down and chipped. The Board tabled this item.

New Business:

A motion was made by Layton and seconded by Cronister to donate $50.00 to the Auburn After Prom Committee. The motion passed 6-0.
