Minutes October 23, 2013
The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, October 23, 2013, at the Divernon Village Hall. Mayor Pro Tem Melissa Layton called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes. Mayor Rhodes was absent.
A motion was made by Baer to approve the minutes of October 9, 2013. Cronister seconded and the motion passed 5-0.
Brenning presented the Village bills with a motion that they be approved. After Hedges seconded the motion, it was approved 5-0.
Marlon Mayfield was present to thank the Board for use of MacMurray Park during the summer. He has offered to do some maintenance work on the field and also asked the Village for some improvements. His organization will paint the concession stand and the dugouts and also replace the serving door on the concession stand. The Village will extend the foul ball fence on the first base line about 50 feet and install foul ball poles.
Superintendent Report:
Superintendent Rhodes reported that new street signs would be installed beginning next week. The Village received a grant for the sign replacement. The water tower inspection went well and it is back up and running.
Police Report:
Chief Harris reported on some juvenile issues he has been dealing with. He and office manager Sue Arter will be attending natural gas emergency training at no cost to the Village. He and Baer will interview potential part time officers prior to the next board meeting.
Committee Reports:
Streets, Alleys, and Utilities:
A motion was made by Cronister and seconded by Hedges to pass Ordinance 2013-006 which will increase water rates by twenty five cents per 1000 gallons. The motion was approved 5-0. The Village recently received this increase from the Otter Lake Water Commission. Cronister reported that Sign Craft would be down to give an estimate on the repair of the Welcome to Divernon sign. Langheim Construction will be issuing a revised bill for the work done on the sidewalk replacement program.
Finance:
Brenning will begin work on the Tax Levy Ordinance. It must be filed before the last Tuesday in December.
Personnel:
Nothing to report.

Health and Safety:
Copelin made the motion to approve the Hazard Mitigation Assistance Program. After being seconded by Cronister the motion passed 5-0.
Community Development:
Layton reported that the Sangamon County Health Department has posted demolition orders on the abandoned properties located on State Street.
Building Grounds and Lights:
Hedges reported on a second conference call he and Treasurer Christine Nichols had with Banyon Data Systems regarding issues with the accounting software. Nichols will be at the next meeting to discuss if changes need to be made to the accounting system.
Old Business:
A motion was made by Baer and seconded by Brenning to approve Resolution 2013-005. The resolution will allow for the transfer of $4000.00 from the TIF fund to the General Fund for work done in the TIF district.
New Business:
Harris and Copelin will attend a meeting concerning the contract with Sangamon County Animal Control on October 29, 2013 at 7:00.
