Board Meeting Minutes

Minutes October 8, 2014

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, October 8, 2014, at the Divernon Village Hall. Mayor Pro Tem Melissa Layton called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barclay Harris. Randy Rhodes and Larry Rhodes were absent.

A motion was made by Hedges to approve the minutes of September 24, 2014. Cronister seconded and the motion passed 5-0.

Brenning presented the Village bills with a motion that they be approved after correcting the amount to be paid to Konica Minolta and adding a bill for postage. After Baer seconded the motion, it was approved 5-0.

Leigh Anne Flatt of the Forsyth Insurance Agency was on hand to give the Board some options for employee health insurance. She presented the Board with a number of options, including rates from Aetna, Humana, Blue Cross/Blue Shield and Health Alliance. A representative from R.W. Troxell will be at the next meeting to make a similar presentation before the Board makes their final decision.

Supervisors Reports:

Police Report:

Chief Harris recently attended a training seminar regarding body cameras for officers. Several questions need to be worked out regarding this issue. They may ultimately be funded by the state. One of the squad cars is at Herman’s Garage having a new water pump installed. Harris also reported that the police department in Auburn has reported that there have been a rash of car break-ins recently and he would like the public to be aware and to keep their vehicles locked.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister reported that the Safe Routes to Schools sidewalk project has been completed. She has also received quotes from Langheim Construction for four small projects. A motion was made by Cronister and seconded by Baer to approve project one on 1st and Dodds Streets, project two on North Dodds Street, and project four on South 1st Street from the list at a total cost of $14,000. The motion passed 5-0. Project three at 1st and Brown was tabled.



Brenning reported that the Lion’s Club and Fire Department have decided that they would not be holding the annual homecoming next summer due to lack of help. There is an electric meter on the square that the Homecoming Committee pays $20.00 per month for that they would like the Village to take over or to have it removed. This needs to be discussed with Larry Rhodes about what meter it is before having it removed. The annual Tax Levy Ordinance is due by the end of the year. The finance committee will begin work on it. Hedges pointed out that the sewer fund is losing money each month and that rates should be looked at.

Health and Safety:

Copelin recently attended the monthly meeting of the Sangamon County Hazard Mitigation Committee. The Committee is working on goals for the county. The next meeting is scheduled for November 5, 2014.

Community Development:

Layton reported on a meeting she and Mayor Rhodes had with Josh Powell of the Greater Springfield Chamber of Commerce and Sangamon County Board member Andy Goleman. They went over a list of properties in the Village that are available for development. The Christmas Committee will be meeting on October 9, 2014. The quarterly Village Newsletter is also scheduled to be mailed out on that day.

Building Grounds and Lights:

Hedges gave an update on the progress with the new accounting software. Most of the major issues have been resolved. There are a few outstanding items remaining, but he feels that Summit is taking care of the problems one by one. He has also been reviewing the current zoning ordinances and feels that they need a significant update. He asked the Board for some input before proceeding on this.

Old Business:

Molnar reported that a representative from Arthur Gallagher is tentatively scheduled to be at the meeting on November 12, 2014 to make a proposal on risk management insurance.
