The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, September 28, 2016 at the Divernon Village Hall. Mayor Pro Tem Derek Hedges called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Derek Hedges “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris. Randy Rhodes was absent.
A motion was made by Layton and seconded by Jones to approve the minutes of September 14, 2016. The motion passed 5-0.
Brenning presented the Village bills with a motion that they be approved after adding invoices for Illinois Road Contractors for $24,400.99, Watts Copy Systems for $158.50 and Prairie Analytical for $165.00. Baer seconded and the motion carried 5-0.
Brenning made a presentation explaining how each of the different funds comprise the sweep account.
Supervisors Reports:
Public Works:
Superintendent Rhodes reported Ron Killam would be returning to duty on October 17, 2016. He presented a building permit for Maddy’s Tavern and recommended it be approved. He and Copelin recommended that the culvert situation be tabled until a time that ditches could be reworked. A discussion was then held on what to do about the backhoe. Repairs would be $16,250.00. A lease may be the best option at this point. A motion was made by Copelin and seconded by Layton to have Copelin negotiate a lease option with Martin Equipment. The motion carried 5-0.
Police:
Chief Harris presented a couple examples of cannabis ordinances. He and his officers have been working on getting non licensed vehicles removed from properties.
Committee Reports:
Economic Development, Zoning, TIF, Building Permits:
Hedges reported he has made contact with various state agencies to see what they can offer the Village and will be setting up a meeting in the near future.
Public Utilities, Water, Sewer and Gas:
Nothing to report.
Finance, Personnel, Technology, GIS:
Nothing to report.

Public Safety, Police, Health and Safety:
Nothing to report.
Public Works, Streets, Alleys and Sidewalks:
Copelin gave an update on the progress of the sidewalk replacement program. There were two areas where the contractor had replaced more sidewalk than was bid. The contractor has offered to take responsibility for the difference. This item was tabled until more information is received. An area Don Belford requested on Faithorn Street was bid at 42 feet and it should have been 47. A motion was made by Copelin and seconded by Jones to have the Village take responsibility of the difference at a cost of around $40.00. The motion was approved 5-0. A motion was made by Copelin to add a section at 1st and Lewis to the project at a cost of $884.00 and pay it from the TIF fund. Layton seconded and the motion carried 5-0.
