Minutes July 24, 2013
The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, July 10, 2013, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barclay Harris. Jim Copelin and Larry Baer were absent.
A motion was made by Cronister to approve the minutes of July 10, 2013. Hedges seconded and the motion passed 4-0.
A motion was made by Cronister and seconded by Brenning to approve the executive session minutes of July 10, 2013. The motion passed 4-0.
Brenning presented the Village bills with a motion that they be approved. After Hedges seconded the motion, it was approved 4-0.
Superintendent Report:
Mayor Rhodes reported that the streets had been oiled and chipped earlier that day.
Police Report:
Chief Harris reported that there has been a rash of break-ins of unlocked vehicles and would encourage everyone to make sure their cars are locked. He also reported that the new squad car is nearly ready to be put into service. Harris is also starting a bicycle patrol.
Committee Reports:
Streets, Alleys, and Utilities:
The Village received notice from the Otter Lake Water Commission that rates will be increasing by 25 cents per 1000 gallons beginning on November 1st of this year. Cronister reported that she hadn’t received any requests for sidewalk replacement this summer. She will pick out some areas that are in serious need of maintenance for this summer’s project. Cronister has been looking at ordinances from other villages concerning fences around pools and trampolines. The Village currently has no ordinance of this type on file.
Finance:
The Board received a letter of resignation from Treasurer Angela Bristow. A motion was made by Hedges and seconded by Layton to accept her resignation. The motion passed 4-0.
Personnel:
Nothing to report.
Health and Safety:
Layton reported that the Sangamon County Health Department had issued the owners of the abandoned properties at 333 and 609 State Street an order that the properties should be cleaned up within 21 days or action would be taken.

Community Development:
Nothing to report.
Building Grounds and Lights:
Hedges checked with the Department of Transportation concerning the request of Kathy Izzard to have a recognition sign placed at the entrance of the Village. Her daughter recently won the Nation Jr. Olympic trampoline championship. DOT will only pay for championships won for IHSA or IESA sanctioned events. Izzard is willing to pay for the sign herself.
Old Business:
A motion was made by Cronister and seconded by Layton to pass resolution number 2013-005. The motion passed 4-0. This will make the recently codified ordinances done by Sterling Inc. the official ordinance book of the Village of Divernon.
New Business:
None.
A motion was made by Hedges to go into executive session at 7:55 p.m. to discuss personnel issues.
The Board returned to open session at 8:18. p.m.
A motion was made by Brenning and seconded by Layton to employ certified public accountant Christine Nichols as Interim Treasurer at a rate of $40.00 per hour. She will work roughly two days per week until the books are in order and a new treasurer can be hired. The motion passed 4-0.
A motion was made by Layton to appoint Christine Nichols as the Village’s Authorized Agent to do business with the Illinois Municipal Retirement Fund. After the motion was seconded by Cronister, it was approved 4-0.
Motion by Layton to adjourn at 8:24 p.m.
